ARP ESSER III Funding
School Districts across the country are receiving American Rescue Plan Elementary and Secondary School Emergency Relief (ESSER) Funds to help address COVID-19 recovery.
What is ESSER Funding?
ESSER funding must be used to meet needs resulting from the COVID-19 pandemic. These funds are one-time or short-term expenditures to address the ongoing impact of the pandemic. The funding is intended to:
Safely reopen and sustain the safe operation of schools, and
Address the impact of the coronavirus pandemic on students in areas such as learning loss and mental health supports.
How much ESSER III funding are we receiving?
MCSD has been allocated $9.2 million in ESSER III funds.
How long do we have to use ESSER III funding?
These are one-time funds and should not be used for ongoing costs because funds must be expended by September 2024.

ESSA (Every Student Succeeds Act) Title Funding
Title I A - Improving Academic Achievement of the Disadvantaged Title I, Part A is the largest federal program supporting elementary education. The program's resources are allocated based upon the Free & Reduced rates of students enrolled in schools and districts and are designed to help ensure that all children meet challenging state academic standards.
Parents Right to Know Information
Title II A - Teachers and Principals Training and Recruiting Title II, Part A is intended to increase student academic achievement by improving teacher and principal quality. These funds can be used to prepare, train and recruit high-quality teachers and principals capable of ensuring that all children will achieve to high standards.
Title III - Language Instruction for Limited-English Proficient and Immigrant Students
Title III is designed to improve the education of limited English proficient (LEP) students by helping them learn English and meet challenging state academic content and student academic achievement standards. The program provides enhanced instructional opportunities for immigrant students.
Title IV - Part A of the Every Student Succeeds Act of 2015 is intended to improve students’ academic achievement by increasing the capacity of States, local educational agencies (LEAs), schools, and local communities to provide all students with access to a well-rounded education, improve school conditions for student learning, and improve the use of technology in order to improve the academic achievement and digital literacy of all students.
McKinney-Vento Homeless Assistance Act - The Homeless Education program is authorized under Title VII-B of the McKinney-Vento Homeless Assistance Act (42 USC 11431 et seq.). The McKinney-Vento Act was enacted to address the numerous barriers homeless children face in obtaining a free, appropriate public education.
