Student Data Transparency and Security Act

Schools and school districts have always collected data on students.  Instead of paper files, much of that data is now collected through computers and online resources.   Montrose County School District RE-1J (MCSD) holds data privacy and security in high regard,  and takes action to ensure that our students’ data is handled securely in compliance with the Colorado Student Transparency and Security Act (HB-1423) and the Family Educational Rights and Privacy Act (FERPA).   MCSD also has a comprehensive student data privacy policy, JRCB, Privacy and Protection of Confidential Student Information, that outlines security mechanisms that protect student data.

The district uses the data in order to ensure that all students have a safe and academically rigorous environment in which to learn, and share necessary personally identifiable information with carefully vetted third party service providers using the most secure data transfer methods in accordance with current industry best practices. The  data is also used to support student learning, evaluate teachers, adjust and refine its instructional and operational practices, and comply with various state and federal data collection requirements.  For more information about how school districts gather and use data, please visit the following sites:

PUBLIC NOTICE:  In accordance with the Colorado Student Data Transparency and Security Act, C.R.S. Section 22-16-101 et seq., please be advised that if Montrose County School District RE-1J ceases using or refuses to use a School Service On-Demand Provider pursuant to C.R.S. 22-16-107 (3) (c), Montrose County School District RE-1J shall post on its website the name of the On-Demand provider, with any written response that the on-Demand Provider may submit, and will notify the Colorado Department of Education, which will post on its website the On-Demand Provider’s name and any written response.
